Why BidScout exists

Built by Nettlepie — a European software studio with enterprise experience and startup speed.

The problem we saw

Every year, EU governments publish over €2 trillion in public contracts. The data is technically public — scattered across TED, national portals, and regional platforms in 24 languages. In practice, most small and mid-size companies never see the opportunities they could win.

The platforms that do exist are built for large enterprises with dedicated procurement teams and five-figure budgets. If you’re a 20-person IT firm in Prague or a construction company in Budapest, you’re on your own.

BidScout is the tool we’d want if we were that company: AI-powered matching against your actual capabilities, plain-language summaries of what each tender is really asking for, and a daily email so you never miss a deadline. No enterprise sales calls, no six-month onboarding.

The team behind it

BidScout is built by Nettlepie, a European software studio specialising in web applications, mobile products, and AI integration. We bring nearly two decades of engineering experience to everything we ship.

Our team has delivered digital products for Nike, Intel, Renault, and Monocle — from editorial platforms and subscription systems to large-scale enterprise frontends. We apply the same standards to BidScout: clean architecture, real accountability, and direct access to the people who write the code.

Nettlepie was founded by Viktor Fero and is based in Hungary, at the heart of the Central European market we serve first.

How it works

We pull live tender notices from TED (all 27 EU member states) and six national portals — Hungary’s EKR, Czech Republic’s VVZ, Poland’s BZP, Austria’s USP, Germany’s DOE, and Finland’s Hilma — tracking thousands of active opportunities, including below-threshold tenders that never make it to TED. Each tender is processed by AI to generate a plain-language summary and a vector embedding.

When you sign up, you tell us what your company does: your industry, capabilities, certifications, and the countries and contract types you’re interested in. We embed that profile the same way and use cosine similarity to surface the tenders most relevant to you, ranked by match score.

New tenders come in twice a day. You get a daily email digest with your top matches. No noise, no manual searching.

What’s next

We monitor six national portals alongside TED — Hungary’s EKR, Czech Republic’s VVZ, Poland’s BZP, Austria’s USP, Germany’s DOE, and Finland’s Hilma — catching below-threshold tenders that never make it to TED. Next up: more EU markets, smarter matching, bid preparation tools, and team features.

BidScout is free during the early access period. We’re building in public and iterating based on real feedback from real users.
